Results of our studies

MOSCOW, 26 December 2022. Russian Public Opinion Research Center (VCIOM) presents the findings of a survey describing the attitudes of Russians towards the implementation of national development goals; the survey is commissioned by ANO “National Priorities”.

5 major development goals

In 2020 an executive order defining national development goals by 2030 was signed by Vladimir Putin. The long-term goals are as follows:  1) preservation of the population, the health and welfare of the people; 2) conditions for self-fulfillment and the unlocking of talent; 3) comfortable and safe environment; 4) decent and effective jobs and successful enterprise; and 5) digital transformation.

Over the recent one year and a half, perceptions of national goals have not changed much. The key goal is to provide decent jobs and successful entrepreneurship (average index of importance* — 84.7 points out of possible 100). This is followed by the following national goals: “comfortable and safe environment” (83.1 p., it was ranked first last year), “conditions for self-fulfillment and the unlocking of talent” (82.4 p.) and “preservation of the population, the health and welfare of the people” (80.4 p.). Digital transformation is seen as less vital (77 p.).

Objectives to be achieved

Respondents prioritize the following objectives within the national development goals: growth in household incomes (including pensions) — a record high percentage of respondents view it as the most important objective (99%); higher quality of general education (97%); identifying, supporting and developing talented children and young people (97%); maintaining macroeconomic stability (96%). Far fewer respondents consider it important to increase the population size (73%) and the number of volunteers (73%).

Simultaneously, more individuals pay attention to higher availability of domestic software programs (75%; +8 p.p. since 2021 г.) and growth in exports of domestic goods (80%; +6 p.p. since 2021), which can be fueled by perceptions of the consequences of economic sanctions.

Effectiveness of the authorities

Assessments of the effectiveness in the implementation of all the national goals show a positive tendency. Digital transformation is seen as the most effective transformation (average index of positive changes** — 50.8 p.; +2.5 p. compared to March-April 2021). Conditions for self-actualization and the unlocking of talents are ranked second (44.1 p., +8.4 p.); comfortable and safe environment is ranked third (35.9 p.; +6 p.). The average index of positive changes for the “preserving the population, health and welfare of the people” goal is at 30.5 p. (+4.4 p.).

The most effective area in terms of authorities’ performance is increasing the availability of online services (64%) and improving the quality of road network in large cities (61%; +15 p.p.). Other effective areas are development of opportunities for remote interaction with the authorities and public institutions (56%) and improving the quality of urban environment (56%; +14 p.p.). Every second respondent mentioned higher Internet availability (51%) and creating conditions for the upbringing based on the historical and national cultural traditions (51%).

VCIOM Russian nationwide survey was conducted 29 November through December 2, 2022, and commissioned by ANO “National Priorities”. A total of 1,600 Russians aged 18 and over took part in the survey. Survey method: telephone interviews, stratified random sample based on a complete list mobile phone numbers in use in Russia. The data were weighted according to social and demographic characteristics. The margin of error at a 95% confidence level does not exceed 2.5%. In addition to sampling error, minor changes to the wording of questions and different circumstances arising during the fieldwork can introduce bias into the survey.

Index of importance for each objective is calculated with the following formula: the obtained percentage of answers is multiplied by the corresponding weight: “very important”- 1; “likely important”- 0.75; “likely unimportant” – o.25; “not at all important” – 0; “don’t know” – 0.5. The index varies between 0 and 100 points. The higher the index, the higher the importance of a particular indicator is. Use of indices seeks to simplify perceptions and to track indicators in dynamics.
