Some consider Luzhkov as an effective manger (33%); on the contrary, others negatively assess his work (34%). However, generally Russians think the ex-mayor was a man of decision (62%) and energetic (61%).
MOSCOW, September 28, 2010. Russian Public Opinion Research Center (VCIOM) presents the data concerning the performance of Yury Luzhkov as mayor of Moscow, and what qualities Russians ascribe to him.
Russians ambiguously assess the performance of the ex-mayor of Moscow Yury Luzhkov: 33% of them think he was an effective manager, and the Moscow high living standards are basically his merit. Respondents with such a view are basically residents of Central District of Russia and Northern Caucasus (42 and 40% respectively), supporters of CPRF and Fair Russia parties (39% for each). Thirty-four percent of Russians oppose this stance: they think Luzhkov failed to solve major urban problems, and all successful work was due to Moscow being the capital of the country. Those who have such an opinion are LDPR party adherents (46%) and southerners (43%).
The Muscovites tend to highly appreciate the work of the ex-mayor of Moscow: two-thirds of them think that high living standards in Moscow are his merit (65%).
Respondents say that the main qualities of Yury Luzhkov were determinacy (62%) and energy (61%). Besides that, the ex-mayor was competent (55%) and broad-minded (52%) person. Respondents also called him benevolent (43%) and refined (38%).
At the same time, Russians think that Luzhkov was corrupted (49%), sly (48%) and prone to intrigue (44%).
Russians were hard to say if Luzhkov was lordly or simple (45%), cringe or straightforward (43%), caring for people or indifferent (42%). Russians were also undecided on the intellectual qualities of the ex-mayor (40%), however they think he had the average level of intellect rather than being an intellectual (35% versus 25% respectively).
The initiative Russian opinion polls were conducted on September 18-19, 2010. 1600 respondents were interviewed at 140 sampling points in 42 regions of Russia. The margin oferror does not exceed 3.4%.
