According to the VCIOM expert forecasts, if the vote took place any day now, about 52-54% of those who have the right to vote would take part in it; about 67-68% would vote for the amendments.

MOSCOW, April 22, 2020. Russian Public Opinion Research Center (VCIOM) presents the survey data describing whether Russians intend to take part in the nationwide vote on the constitutional amendments.

Two-thirds of Russians show their interest to take part in the nationwide vote on the constitutional amendments (66%), including 47% of those who will definitely take part. Fifteen percent are not willing to take part in the vote, including 9% who flatly refuse.

Fifteen percent of those who are going to take part in the vote would give their vote in favor of the amendments; 26% oppose them.  

According to the opinions of the VCIOM experts, if the vote took place on April 22, the voter turnout might be 52-54% of those who have their right to vote. In addition, 67-68% of voters would vote for the amendments, whereas 27-30% would be against them; 3-5% would spoil their ballots.

Russian VCIOM-Sputnik survey was conducted on April 17, 2020, and commissioned by Expert Institute for Social Research. Results are based on telephone interviews with 1,600 Russians aged 18 and older. A stratified dual-frame random sample based on a complete list of Russian landline and mobile phone numbers is used. The data were weighted according to selection probability and social and demographic characteristics. The margin of error at a 95% confidence level does not exceed 2.5%. In addition to sampling error, minor changes in question wording and different circumstances arising during the fieldwork can introduce bias into the survey.
