60% of Russians think that reform of the Ministry of Interior is necessary. Priority should be given to improved personnel policy.
MOSCOW, June 7, 2010. Russian Public Opinion Research Center (VCIOM) presents the data describing the attitudes of Russians towards reform of the Ministry of Interior of the Russian Federation.
Most of Russians think the reform of the MI is needed (60%). Those who share this stance are respondents who happened to communicate with representatives of the law-enforcement bodies and those who did not (66 and 57% respectively). They are supported by also adherents of the "Fair Russia" party (73%), 25-59-year-old Russians (63-66%), those with high level of education (68%) and those with low financial income (63%). Respondents using Internet tend to support the idea to reform the MI, unlike those who do not use the Internet (63-65% versus 56% respectively). The reform of the MI is also supported by the southerners (70%) and Russians residing in big cities (77%).
Only 16% think the law-enforcement bodies should not be reformed. Most of them are Russians with high level of income (24%), Siberians (26%), and residents of small towns and rural area (20-21%).
Those respondents who are in favor of reforming stress the need for improved personnel policy (20%). Russians also propose to improve transparency and fight against corruption (14% for each), to change the MI structure (12%), to increase moral capacity of law enforcement officers (10%).
Less Russians mention increase in salaries (7%), cutting the number of employees (4%), strengthening legislative framework (3%), and improving technical basis (2%).
The initiative Russian opinion polls were conducted on June 19-20, 2010. 1600 respondents were interviewed at 140 sampling points in 42 regions of Russia. The margin of error does not exceed 3.4%.
