Most of Russians supported the ideas of the president to tackle the problems of orphanage. Financial initiatives are appreciated most.

MOSCOW, February 1, 2013. Russian Public Opinion Research Center (VCIOM) presents the data describing how Russians assess the initiatives of V. Putin to tackle the problem of orphans and children without parental care.

Measures proposed by V. Putin to resolve the problems of orphans and children without parental care are appreciated by Russians. The following financial measures received most of approvals: to increase the size of social pension for disabled children and disabled from childhood referred to Category 1 (92%), compensation payments for carers for disabled children  (91%); to increase the average salary of persons who work with orphans (90%); to provide tax incentives for parents who adopted a child  and to increase the lump-sum benefit when  transferring a child (88%, per each); to establish differentiated regional payments to guardians and adoptive parents (82%).

Other policies proposed by the president were also highly approved. They are as follows:  to improve the medical assistance for orphaned children and children without parental care (91%); to provide updated information on orphanage (86%); to determine terms and conditions of medical examination of prospective foster parents and guardians (85%); to  raise public awareness on orphanage and to help promote  family values (82%). Most of respondents support the idea to set a special agency dealing with the problems of orphans (77%); to simplify the process of adoption (77%); to make regional authorities provide proportions of children without parental care as an indicator of effectiveness of their work (74%). Less appreciated is the initiative to change the age difference allowed between an unmarried foster parent and a child being adopted (now – not less than 16 years) given that the final decision left to the discretion of the court  (69%).

The initiative Russian opinion polls were conducted on January 26-27, 2013. 1600 respondents were interviewed at 138 sampling points in 46 regions of Russia. The margin of error does not exceed 3.4%.
