MOSCOW, October 08, 2007 Russian Public Opinion Research Center (VCIOM) presents information concerning how well Russians are informed of the "Putin's plan"; whether Russians think that the political line being pursued by V. Putin is based on a plan; whether the country needs to have a general state strategy, and who should bring it to life.

The essence of "Putin's plan", according to the respondents informed of it, consists, first of all, in an increase in the welfare of the people, social development (15%); in the development of the economy (11%), an increase in Russia's prestige (9%); the revival of the country (7%). 40% of respondents who know about the plan or at least who have heard of it, find it hard to identify its main points.

Is the political line that V. Putin is pursuing actually based on a plan? 42% of respondents assume that this course has had a clear plan as its base from the very beginning, which is being consistently carried out. Nearly as many respondents, 40%, suppose that Putin did not have a particular plan at first, but rather adapted to circumstances, however, this plan was gradually formed, and now the political line that the country is following is based on this plan. Only 7% of respondents are of opinion that Putin does not have a plan and never had one, all his actions are a consequence of momentary actions, not really united by a general concept or strategy. Women more frequently than men indicate that there was a clear plan behind the President's actions from the very first (45% and 39%).

The overwhelming majority (82%) of Russians, informed of "Putin's plan", identify that our country needs the general national strategy and a plan of action similar, for instance, to "Putin's plan". No more than 4% assume that the country does not need a plan like that (less than 1% among the supporters of "Unified Russia", 13-14% of each of the LDPR and "Fair Russia"'s voters, and a highest share - 20% - among the supporters of the Communist Party, KPRF).

Among the respondents who adhere to the point of view, that Russia should follow "Putin's plan", the relative majority, 37%, mention that this plan should be brought to life by V. Putin himself; 30% assume that the government of the country should preoccupy themselves with it; 19% think that the new President is the one to take care of the issue; and 7% suppose that "Unified Russia" should do it (among the supporters of this party there is practically the same share of respondents who agree with it - 10%, the voters of KPRF, LDPR or "Fair Russia" do not identify themselves with this opinion). The supporters of KPRF and LDPR are more likely to suppose that the realization of this plan is the prerogative of the Government of the Russian Federation (38-41%); for voters of "Unified Russia" and "Fair Russia", this prerogative unquestionably belongs to V. Putin (43-45%).

69% of respondents informed of the plan think that Russia today is developing according to „Putin's plan", including 10% who are most sure of the fact. No more than 14% of respondents radically disagree with them, of whom only 2% are absolutely against this point of view. The opinion that the country is developing according to this plan, among the respondents, who approve of V. Putin's political activity as President of Russia, is more widespread (73% versus 10%), than among those, who do not approve of his work, although a similar opinion prevails in this group as well (53% versus 29%).

The initiative all-Russia opinion poll was conducted by VCIOM on September 29-30, 2007. 1600 respondents were interviewed in 153 population areas of 46 regions of Russia. The statistical error does not exceed 3.4%.
