Results of our studies

MOSCOW, March 12, 2010. Russian Public Opinion Research Center (VCIOM) presents the data concerning the ministers who better copes with his/her duties.

During the previous year there were no big changes in the rating of the best ministers in the view of proper execution of their duties - as before the leader of rating is Minister for Affairs of Civil Defense, Emergencies and Disaster Relief Sergey Shoygu (55%). The second place as earlier belongs to Minister of Foreign Affairs Sergey Lavrov (24%). Then with big lag go Deputy Prime Minister Sergey Ivanov (14%) and Healthcare and Social Development Minister Tatyana Golikova (13%), Minister of the Interior Rashid Nurgaliyev (11%), Deputy Prime Minister Viktor Zubkov (10%, a year before - 16%) and Minister of Finance Alexei Kudrin (9%). They are followed by Deputy Prime Minister Alexander Zhukov (5%), Minister of Defence Anatoliy Serdyukov, Deputy Prime Minister Dmitry Kozak, Minister of Economic Development Elvira Nabiullina (by 4%).

The second part of rating is opened by First Deputy Prime Minister Igor Shuvalov (3%), then go Minister of Education and Science Andrei Fursenko, Minister of Industry and Trade Viktor Khristenko, Minister of Justice Alexamder Konovalov, Minister of Transport Igor Levitin (by 2%).

Rating is closed by Deputy Prime Minister Igor Sechin, Minister of Culture Alexander Avdeev, Minister of Communications and Mass Media Igor Shchyogolev, Minister of Natural Resources and Environmental Protection Yuri Trutnev, Minister of Regional Development Viktor Basargin, Minister of Energy Sergey Shmatko and Minister of Sport, Tourism and Youth Policy Vitaly Mutko (by 1%).

A new participant of rating is Deputy Prime Minister Alexander Khloponin, he got 4% of votes. Next newcomer - Minister of Agriculture Elena Skrynnik - has lower position than her predecessor Alexei Gordeev (1% vs. 3-7%).

During the last year the positions of several ministers changed.

There are fewer respondents who give preference to Sergey Shoygu (from 60 to 55%) and Viktor Zubkov (from 16 to 10%). Persistently rating of Sergey Ivanov (from 45% in 2007 to 14% this year) is decreasing. The position of Tatyana Golikova (from 7% in 2008 to 13% this year) and Alexei Kudrin (from 5% to 9%) became stronger.

The initiative Russian opinion poll was conducted on March 6-7, 2010. 1600 respondents were interviewed at 140 sampling points in 42 regions of Russia. The margin of error does not exceed 3.4 %.
