The balance of assessments of the security agencies is positive. Ministry of Defense and Ministry for Emergency Situations are at the top of the ranking.
MOSCOW, December 16, 2016. Russian Public Opinion Research Center (VCIOM) presents the data of a survey describing the public awareness and assessments of the performance of government agencies.
State Road Safety Inspectorate (33%), Ministry of Defense (30%), Ministry for Emergency Situations (29%), Ministry of Internal Affairs (27%), and Federal Bailiff Service (25%).The state agencies measured in the survey are known to most of Russians. The most popular agencies are
The balance of assessments across all security agencies is positive. The performance of the Russian Ministry of Defense (85% of respondents who heard about the work of this ministry assess its performance as “good”; the corresponding index* is 57 p.) and the Ministry for Emergency Situations (86%, 55 p.) is assessed higher than others. Assessment-based indicators for other agencies are lower: Foreign Intelligence Service and Federal Security Service – 41 p.; Federal Guards Service – 37 p.; Federal Penal Enforcement Service – 32 p.; Ministry of Internal Affairs – 31 p., et cet. The indices describing the performance of the General Administration for Migration Issues of the Russian Ministry of Internal Affairs (17 p.) and the General Administration for Drug Control of the MIA (15 p.) are at the lowest level.
Half of Russians (53%) perceive law-enforcement bodies and security agencies as a desirable workplace for their children (they are opposed by 36% of Russians). Those who regard these agencies as an attractive perspective are mainly men (56%) and young respondents (56-57% among those aged 18-34) rather than women (50%) or retired persons (48% among those aged 60 and over).
*The Index describes how good the performance of the government agencies mentioned in the survey is, according to Russians. The higher the value of Index, the better the agency’s performance is. The Index is based on the question: “In your opinion, do the following government bodies perform their tasks well?” The Index is calculated as the sum of answers, where the answer “It definitely performs well” corresponds to “1”; “It performs rather well” – “0.5”; “It is unlikely to perform well” --“-0.5”; “It definitely does not perform well” -- “-1”. The Index is measured in points and can vary between -100 to 100.
The VCIOM survey was conducted on December, 3-4, 2016, in 130 settlements, 46 regions and 8 federal districts of Russia. The sample size involved 1600 persons. The survey was conducted with multi-stage stratified sample based on general rule of walking and quotas at the final selection stage; the sample is representative of the Russian population aged 18 and over according to sex, age, education, type of settlement. The margin of error (taking into account the design effect) with 95% confidence interval does not exceed 3.5%. The survey method is community-based structured face-to-face interviews. Apart from the margin of error, minor changes in question wording and different circumstances arising during the field work should be taken into account.
