MOSCOW, October 18, 2007 Russian Public Opinion Research Center (VCIOM) presents information concerning how well Russians are informed of the "Putin's plan" and how they evaluate it.

43% of Russians are more or less informed of "Putin's plan". 8% of them consider themselves to be well informed, and 35% have heard something about it but do not know the details. The share of respondents aware of "Putin's plan" has grown by 17% during the last two weeks (from 26% to 43%). The residents of Moscow and St. Petersburg (57%) are better informed of "Putin's plan" than respondents living in other cities and villages are (38-46%).

Even though the degree of awareness in regard to "Putin's plan" is growing, no more than 25-26% of respondents informed of the plan discuss it with their relatives, friends or colleagues. Another 15% indicate that their relations do discuss "Putin's plan", but they themselves do not support conversations like that. Residents of the capitals participate in discussions on the topic less frequently than residents of other settlements (only 11% speak of it), "Putin's plan" is being most actively discussed in small cities (42%).

16% of respondents are inclined to think that thanks to the plan, the welfare of the people will increase. Moreover, respondents assume that the plan aims at developing the economy (11%), an increase in Russia's international prestige (9%), raising pensions (5%), etc.

38% of respondents assume that Putin has had a clear plan from the very beginning. The share of respondents who adhere to this point of view has decreased in the course of the last two weeks from 42% to 38%. This mainly happened due to an increase in the share of those who find it hard to provide an estimation as far as this issue is concerned (this has grown from 11% to 16%). Another 38% suppose that the plan appeared a little later. 47% of "Unified Russia" supporters believe that V. Putin has had a "plan" from the very start of his presidency. The voters of KPRF, "Fair Russia" and LDPR are more likely to think that V. Putin has been forming his plan gradually.

54% of respondents identify that "Putin's plan" is a strategy of development designed for Russia for many years to come; this point of view is most popular among the "Unified Russia" supporters (64%) 16% of Russians see "Putin's plan" as an election technology invented for "Unified Russia". About the same share of respondents consider the plan to be a number of measures for solving current tasks.

The initiative all-Russia opinion poll was conducted by VCIOM on October 6-7, 2007. 1600 respondents were interviewed in 153 population areas of 46 regions of Russia. The statistical error does not exceed 3.4%.
