Russians are aware of the national projects and consider national goals to be important; health, labor effectiveness and safety are top priority. 

MOSCOW, October 22, 2020 Russian Public Opinion Research Center (VCIOM) presents the findings a study devoted to the attitudes of Russians towards national goals and national projects.

Russians are highly informed about the national priorities (from 56% to 85%). The most popular national projects are “Healthcare” (85%), “Education” (80%) and “Demography” (74%). Respondents are least familiar with the following projects:  “Safe and high-quality roads” (63%), “Digital economy” (66%), “International cooperation and exports” (36%).

Russians consider that national goals are extremely important. The most important ones are  “Preserving population; people’s health and well-being” (92%), “Decent and effective work” (87%), “Comfortable and safe living environment” (86%), opportunities for self-realization and the gifted individuals, including also Russia’s hitting the countries’ top 10 in terms of the quality of general education and scientific productivity; supporting skilled and talented children and youth; promoting volunteer activities,  making cultural activities more available (81%).

Sixty percent of respondents consider digital transformation to be important; 59% prioritize entrepreneurship.

According to Russians, over the recent year government and state bodies have paid more attention to the following national projects: “Digital economy” (64%), “Safe and high-quality roads” and “Demography” (support for families with children) (54%, respectively) as well as “Housing and urban environment” (51%). Least of Russians mention “Demography” (support for older generation) (25%) and “Small and medium scale entrepreneurship” (24%).

Russian nationwide survey was conducted on September 12-18, 2020 and commissioned by the Autonomous Non-Profit Organization “National Priorities”. Results are based on telephone interviews (using the CATI technique) with 1,600 Russians (2,000 for the “Education” and “Demography” national priorities) aged 18 and older. Sample is selected from the complete list of telephone numbers operating in Russia. The data were weighted according to selection probability and social and demographic characteristics. The margin of error at a 95% confidence level does not exceed 2.5%. In addition to sampling error, minor changes to the wording of questions and different circumstances arising during the fieldwork can introduce bias into the survey.
