MOSCOW, February 21, 2008 Russian Public Opinion Research Center (VCIOM) presents information on how fair Russians believe elections campaigns at different levels of authority to be.Russians assume that the higher the level of a government institution is, the fairer the elections to it are conducted. Thus, elections to federal government institutions are held in a fairer way than the ones at the regional and local level if all other indexes are equal; presidential elections are, thus, more fair, than parliamentary ones. Moreover, supporters of parties that have won the elections are, as a rule, more confident that elections are fair, whereas those who support parties that have lost the parliamentary elections are not at all that sure of the fact.64% of respondents consider presidential election campaigns to be on the whole fair (19% do not share this point of view); 52% believe parliamentary elections to be fair (27% oppose this assertion), 48% think the same about elections to regional legislative bodies (29% do not describe them as fair), 46% expect fairness of elections to local authorities (31% disagree with them).Russians have become more confident of the fairness of the elections in our country after December elections to the State Duma, this does not only concern parliamentary elections, but also presidential, regional and local ones. The share of those who believe that election campaigns for the elections to the State Duma are generally fairly conducted, has increased in January 2008, if compared with the data obtained in September 2007, it now totals 52% (it used to be 39%), whereas the share of those who adhere to the opposite viewpoint, has decreased from 44% down to 37%. The portion of those who trust the fairness of presidential elections (from 57% up to 64%), regional (from 35% up to 48%) and local elections (from 34% up to 46%) has also increased during this time.The question as to fairness of the elections on different levels is the most difficult for the youth of 18 to 24 years of age to answer: there are 23% of respondents not able to provide an adequate answer as far as presidential elections are concerned. This group also has the lowest percentage of sceptics (14%), however, and the share of respondents believing in fairness of the elections is at its average here (63%). Respondents aged 25 to 34 years demonstrate the highest level of trust to fairness of the elections (69% of positive estimations, 17% negative ones), the least trust is, thus, expressed by respondents of 60 years and more senior, even though the majority trusts in fairness of the elections in this group as well (+60%,-23%).The higher the respondents’ purchasing capacity is, the more characteristic it is of them to believe in fairness of the elections. 56% of respondents in group where people do not even have enough money to buy food, provide positive estimations of the presidential election campaign, whereas in group of those who can afford buying durable goods without mayor problems, 69% do.Those willing to vote for D. Medvedev are the ones who the most believe in the fairness of presidential elections (+75%, -12%). Positive estimations also prevail among V. Zhirinovsky’s supporters (+50%, -36%). However, those intending to vote for G. Zyuganov or, still more so, those who are not going to vote at all, do not as a rule believe that presidential elections are fair (+37%, -48% and +22%, -52% respectively).KPRF supporters consider election campaigns for the elections to the State Duma of the Russian Federation to rather be unfair (+34%, -49%) as well as those who do not normally participate in the elections, do (+24%, -46%). The points of view that LDPR voters have are split into two nearly equal parts (+40%, -44%). "Fair Russia” supporters (+47%, -33%) and “Unified Russia” voters tend to believe that parliamentary elections are conducted fairly for the major part.The initiative all-Russia opinion poll was conducted by VCIOM on January 19-20, 2008. 1600 respondents were interviewed in 153 population areas of 46 regions of Russia. The statistical error does not exceed 3.4%
