The program is needed but not all veterans in need of housing got it.

 

MOSCOWMay 6, 2011. Russian Public Opinion Research Center (VCIOM) presents the data describing how Russians assess the WWII veterans housing program a year after it was introduced; whether the project was fully implemented or not.

Nine out of ten Russians are somewhat informed about the presidential program of assistance of veterans with housing (91%). At the same time, whereas a year ago respondents reported they were poorly informed about the initiative (48%), now more than half of respondents say they are well aware about that (54%). Among those who are well informed are respondents who have veterans among their acquaintances (57%), retired respondents (71%), and those with low level of income (57%). Those who heard about the program for the first time from the interviewer are basically those respondents who  have veterans among their acquaintances(11%), respondents younger than  25  (19%), and Russians with high level of income (14%).

The overwhelming majority of Russians think the veterans housing program is needed today (86%). At the same time, 46% of them doubt that state officials would fully implement the project and all veterans in need would get it; those who think so are Muscovites and St. Petersburgians (59%), those who are bad informed about the conditions to receive housing (52%), and those Russians who know veterans who received apartment (51%). Every tenth is skeptical about the housing program (10%). They are basically Russians who have education level higher than secondary (11%), metropolitan residents (17%), those who have veterans among their acquaintances (11%), and  respondents who are poorly informed or do not know about the program at all (13% for each).

The majority of Russians are aware of the results of the program implementation: 48% know that not all the veterans in need received the apartments- they are mainly Muscovites and St.Petersburgians (58%) and elderly respondents (60%), as well as respondents who have veterans among their acquaintances (59%). However, 6% believe that all those in need were provided with housing; they are mostly those respondents residing in middle cities (10%) and those who have veterans among their friends or acquaintances. Forty-two percent of respondents do not know anything about the program - they are mainly young respondents (51%).

Twenty three percent of Russians who have friends/acquaintances that fit the conditions can prove that the program was not implemented and the veteran did not receive the apartment.  Most of them are elderly respondents and Russians with low level of income (29% respectively), respondents residing in small towns and rural area (27% for each). Most of those who know veterans (72%) report that they did not witness it; they are mainly respondents aged  18-24 (77%) and residents of big and middle cities (77-78%).

The initiative Russian opinion polls were conducted on 23-24 April, 2011. 1600 respondents were interviewed at 138 sampling points in 46 regions of Russia. The margin of error does not exceed 3.4%.
