IN BRIEF

  • 75% of Russians are somewhat aware of the Presidential Address to the Federal Assembly
  • Most of those who are informed (76%) consider that the tasks set by the president will be fully or partially implemented.

April 30, 2021. Russian Public Opinion Research Centre (VCIOM) presents the data of a survey following the Presidential Address to the Federal Assembly by V.V. Putin.

One-third of Russians (30%) are well aware of the President’s address to the Federal Assembly. A further 45% heard about the address but do not know any details.

Twenty-two percent of those who know about the presidential address listened to the speech very attentively; 40% learned the highlights from the news. One-third of those who heard about the address (29%) did not watch it; 9% say they are indifferent to politics.  

The main topics that gained approvals are  as follows: supporting motherhood and children (38%), paying 10,000 rubles  to children by September 1st  (21%), social policy (11%), protection of Russia’s interest (10%), payments to incomplete families  (7%), as well as payments to pregnant women (7%) and paying sick leave at 100% (5%).

More than one-third of those who are aware of the Address (35%) say that it was interesting. Every fourth (24%) says that the biggest part of it was interesting.

The Address made a positive impression on the majority (78%) and a negative impression on 11% of those who are informed. The most common emotions evoked by the Address were hope (31%), trust (24%), respect (21%), confidence in tomorrow (20%), and pride (16%).

Forty-two percent of those who are aware of the Address believe that it outlined both the achieved results and plans for the future; 8% say the results dominated; and 37% say the Address was focused primarily on plans.  

Almost half of those who are aware of the Address (47%) consider that the president paid more attention to domestic policies; 6% pointed to the international situation; 38% are confident that both domestic situation and foreign policy was covered in the Address.

Most of those who are aware of the Address (60%) think that the president understands the situation in the country and problems of the ordinary citizens. They are opposed by 32% of Russians.  

The majority of those informed (76%) believes that the tasks set by the president will be partially or fully implemented. Nineteen percent of Russians oppose this stance. More than half of those informed about the Address (54%) are confident that the implementation of the tasks will have an impact on the people’s lives. Forty percent do not share this opinion; 6% are undecided.  

Russian nationwide VCIOM-Sputnik survey was conducted on April 22th, 2021. A total of 1,600 of Russians aged 18 and older took part in the survey. Results are based on telephone interviews. Stratified dual-frame random sample based on a complete list of Russian landline and mobile phone numbers was used. The data were weighted according to selection probability and social and demographic characteristics. The margin of error at a 95% confidence level does not exceed 2.5%. In addition to sampling error, minor changes to the wording of questions and different circumstances arising during the fieldwork can introduce bias into the survey.
